The NBT scan of r.5.0 (195 entities) confirmed Elysium as a fully developed city with public infrastructure across every major category: a school, a bank, a post office, a library, an electric company, a brewery, a seaside inn, a tour company, and a grinder complex. Over fifteen named residents are documented in the community board and sign records.

Day-to-day operations were managed by [[Eudaemonea]] (commercial affairs, grinder logistics) and [[Rosaely]] (northern farm and mine district). CrazyVanilaCake and HydraliskChild are named on the welcome gate and city leadership board.
